Auburn City Council
Meeting #51
October 19, 2006
6:00PM  

Roll Call – Councilor Graney, Councilors McNabb, Smith, Dempsey and Mayor Lattimore – Present.   

Staff Members Present – Mike Long Interim City Manager, Nancy Hussey, Assistant Corporation Counsel, Debra McCormick City Clerk, William Lupien, Engineering Superintendent, Gerry DelFavero Public Works Supervisor, Police Chief Gary Giannotta, Lisa Green, Comptroller.

All stood for the Pledge of Allegiance to the Flag.   

The Mayor asked for a moment of silence.   

Presentations and Proclamations –
Mayor Lattimore presented Mary Moore with a proclamation recognizing her for receiving the New York Stage Division of Tourism award for promoting NYS as a motor coach destination. Ms. Moore accepted and thanked Council for the recognition.

The City Clerk read a proclamation declaring the week of October 22-28, 2006 as National Save for Retirement Week in the City of Auburn.

Financial Update
Lisa Green, Comptroller presented Council with financial update for the quarter ending September 30, 2006.  Ms. Green distributed a handout and used a power point presentation to review the budget summary and forecast.  Council discussed.

Grow Auburn Trees
Walt Aikman, volunteer coordinator of Grow Auburn Trees presented an overview of what is being done in Auburn through this program.  He reported that Auburn received the 2005 Tree City USA award from the National Arbor Day Foundation.  He also reported that the City has received approximately $11000 in grants from the Auburn Kiwanis and Rotary Clubs.  He announced that volunteers would be meeting on November 4th at 9:00 am to plant more trees through out the city.  He ended his presentation with a 3-minute video on Auburn’s tree population.

Mayor Lattimore commented on the Sports Banquet that honored Ormie King.  He also acknowledged Home Depot for contributing $500 and volunteer labor to rehabilitate the gazebo across the street from City Hall.


City Manager’s Report –
Mike Long reported on the following:
·       Update on the Connector Road construction
·       Freon removal at landfill - update
·       Dave Langley, NYPA has rescheduled for Tuesday
·       He and members of Council toured the Wadsworth property
·       Chief Giannotta reported that parking meters would be converted in the next few months.  The Auburn BID and press were thanked for getting the message out to the public.
·       Dunkin Donuts intersection is still presenting a safety problem.


Public to be heard –
Bob Hunter, 33 Gaylord St. spoke to Council regarding City employee health insurance budget issues.

Earl Staring, McConnell Ave. spoke about health care and the budget.

Travis Tarr, 5 Button St., spoke about violence in Auburn and the recent assault he was victim to.  

Mary Lou Picciano, 32 Cayuga St. spoke about her son and issues with the Auburn Police Department.

First Reading
The Clerk read Ordinance #15 of 2006 amending Chapter 285 of the City Code entitled “Vehicles and Traffic”.  This was a first reading, no vote was taken.  Chief Giannotta explained the reason for the amendment.

Resolutions

Sidewalk Resolution #252 of 2006 authorizing the financing of sidewalks for property owners to pay for in conjunction with their taxes on the 2006 Revolving Loan Sidewalk Program.  Vote: Councilor Graney, McNabb, Smith, aye, Councilor Dempsey out of room, and Mayor Lattimore, aye.  CARRIED.

Council Resolution #253 of 2006 approving the expenditures presented for payment and authorizing the Comptroller to process the payment of same.   Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #254 of 2006 directing that the Mayor file and application and upon approval enter into and execute a project agreement for 50% matching funds in an amount not to exceed $7500 from the NYS DEC Urban and Community Forestry program for he City of Auburn’s Grow Auburn’s Trees.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #255 of 2006 authorizing the City Manager to hire a Permanent Part Time Clerk at the RSVP Office. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #256 of 2006 authorizing the City Manager to hire a seasonal laborer for the Department of Public Works. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Council Resolution #257 of 2006 authorizing the to enter into and agreement with the Booker T. Washington Center for the sale of fuel.  Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Land Sale Resolution #258 of 2006 directing the Mayor to execute any and all documents necessary for the transfer of a vacant parcel of land located on Leavenworth Avenue to Henry Schiminiske. Vote: Councilor Graney, McNabb, Smith, Dempsey and Mayor Lattimore, aye.  CARRIED.

Second Public to be Heard

Earl Starring, McConnell Ave., spoke to Council about gangs and kids on streets in Auburn.

Other Business

Councilor Smith commented on Travis Tarr’s remarks regarding violence in Auburn.  He commented on the trends in crime and incidents at Auburn High School.

Council discussed the City Manager search process.

Council vote unanimously to approve Council Resolution # 259 of 2006.  This resolution changed the time of the October 26th Council meeting to 5:00PM.   An abbreviated agenda was requested to allow Council to attend the Cayuga County Chamber of Commerce Annual dinner.

Council adjourned to executive session at 9:00PM and returned at 10:45PM.
